Jeffrey L. Blum is the Founder, President, and Principal of JLB-MEQ Planning, LLC, a specialized consultancy dedicated to advancing the field of medical equipment planning for healthcare facilities. With nearly two decades of professional experience, Mr. Blum has successfully partnered with over 35 healthcare systems and delivered more than 100 projects nationwide, bringing an unmatched blend of technical expertise, strategic leadership, and operational insight to every engagement.

Mr. Blum is the creator of I-MEQ: Integrated Medical Equipment Planning™, a proprietary methodology designed to unify Medical Equipment (MEQ), IT Equipment, FF&E, EVS, Construction, Kitchen/Dining, and Artwork into a single “One Room List / One Source of Truth” database. This integrated approach eliminates preventable gaps, fosters cross-disciplinary alignment, and ensures a seamless transition from project inception through activation. By embedding principles of Zero Gaps and Zero Harm, I-MEQ™ reflects the High Reliability Organization (HRO) culture embraced by leading health systems.

Prior to founding JLB-MEQ Planning, Mr. Blum held senior roles with nationally recognized organizations on both the Owner and Consulting sides. His past experience includes serving as Manager & Planner for the University of Maryland Medical System, Contract Manager for Main Line Health, and Senior Associate with Shen Milsom & Wilke, ECRI Institute, and Healthcare Building Solutions. These roles provided him with a comprehensive understanding of the project lifecycle, from strategic planning and budgeting to procurement, warehousing, and activation.

Mr. Blum’s professional expertise spans a wide range of tools and processes, including Attainia/Revalize, Revit, Bluebeam. He is a recognized leader in developing Medical Equipment Responsibility Matrices (MERs), producing accurate and actionable room-by-room equipment lists, and driving consensus among diverse stakeholder groups.
